The IOC makes it clear in its announcement that the Russians and Belarusians will have to qualify through the procedures provided for each sport in order to be eligible to participate in "Paris 2024". As it is clarified, so far only eight athletes from Russia and three from Belarus have won their qualification, in contrast to about 60 Ukrainians.

The relevant announcement reads: "The IOC Executive Council has decided that Individual Neutral Athletes, who have qualified through the existing qualification systems of the International Federations, will be declared eligible for the Olympic Games "Paris 2024", in accordance with the conditions outlined below. Individual Neutral Athletes are athletes with a Russian or Belarusian passport."
